PHARE 2005
Phare 2005 PPF project “Support in development of strategy for implementation of digital terrestrial broadcasting services in Croatia” provided the Draft Strategy for the implementation of digital terrestrial broadcasting services in Croatia and suggested an action plan facilitating switch over by 2012 or sooner, in accordance with the EU practice.
The Phare 2005 project “Support in Development of Strategy for Implementation of Digital Terrestrial Broadcasting Services in Croatia” was worth EUR 145,000.00 and was implemented in the period from January – June 2008.
This project was focused on one of the crucial aspects of electronic communications market at the time, the digital terrestrial broadcasting services in Croatia. The transition from analogue to digital broadcasting should be concluded by the year 2012 at the latest meaning that wide range of preparatory work, concerning strategy, action plan and appropriate coordination had to be done. The objective of this project was to support Croatia in the goal to prepare Draft Strategy for implementation of digital terrestrial broadcasting services in Croatia and an action plan facilitating switch over by 2012 or sooner, in accordance with the EU practice.
The global objective to which this project aimed to contribute to included:

Efficient introduction of digital terrestrial broadcasting services in Croatia, which is mainly conditioned by designation of efficient future application for the harvested digital dividend and by painless switch off of analogue terrestrial television service, both for consumers and for service providers.
Specific objectives:

Support to the Joint Working Group, appointed by the Minister responsible for Telecommunications in their goal to prepare Draft Strategy for implementation of digital terrestrial broadcasting services in Croatia and an action plan facilitating switch over in Croatia by 2012 or sooner;

Preparation of a draft strategic document to provide efficient introduction of digital terrestrial broadcasting services in Croatia, and

Proposal of an action plan to facilitate the switch-over by 2012, or earlier in accordance with the best EU practice
With this PHARE project continued the support to the strengthening of the bodies responsible for the sector of electronic communications thus creating better conditions in the market both for consumers and for service providers.
The draft proposal of the strategy as the project deliverable served as a basis for the development of the strategy by the Working Group, which was later adopted by the Croatian Government.
