Mobile electronic communications network consists of transmission systems and, where applicable, switching or routing equipment and other resources enabling the conveyance of signals by radio or any other electromagnetic system regardless of the type of data transmitted and enables the establishment of electronic communications while the network user is moving.

Croatian mobile telephony market was liberalized in 1998, when the first private mobile network operator entered the market in July 1999, and started with the commercial operation. The process of market liberalization continued in October 2005, when the third mobile network operator started operating commercially and has been going strong since especially with the introduction of number portability in October 2006.

The first mobile network service in the Republic of Croatia was provided in 1990 through the analogue NMT 450 network, which was switched off at the end of 2005. Services in mobile telephony consist of mobile telecommunications services through GSM network (second generation), and through UMTS technology (third generation) since January 2005. Mobile Internet access through HSDPA technology was commercially offered in April 2006. The use of data services in mobile electronic communications network will greatly contribute to the development of broadband Internet in the Republic of Croatia.
