The Official Journal of the European Union published the Regulation of the European Parliament and of the Council as regards Rules for Wholesale Roaming Markets

Pursuant to the Regulation the existing rules for roaming wholesale markets have been amended and all the preconditions have been fulfilled according to which the retail surcharges of roaming services (voice, SMS and data roaming services) are equal to the domestic prices with affect from June 15.
ZAGREB, June 12, 2017 - After several months of negotiations the EU Official Regulation (EU) 2017/920 was published in the Official Journal of the European Union. Pursuant to the Regulation the existing rules for roaming wholesale markets have been amended and all the preconditions have been made according to which prices for voice, SMS and data roaming services are equivalent to the domestic prices with the affect from June 15.
Pursuant to this agreement, the highest wholesale charges for SMS, voice and data traffic have been determined. The purpose of setting up the wholesale caps prescribed by the Regulation is cost compensation for the operators for the provision of wholesale roaming services in order to avoid water-bad effect on domestic markets.
In addition, in December 2016 the European Commission (EC) adopted the Implementing Regulation laying down detailed rules on the application of fair use policy for users traveling within the EU/EEA. Due to the political agreement on wholesale rules and rules on fair use and sustainability mechanism, the users traveling abroad from June 15 can roam at domestic prices.
