The Council of HAKOM Passed New Decisions Concerning the Wholesale Conditions on the Electronic Communications Market

Defined wholesale conditions shall enter into force on January 1, 2017 or July 1 2017, depending on the decision, and all decisions were confirmed by the European Commission.
ZAGREB, September 14, 2016 – At the meeting held on September 14, the Council of the Croatian Regulatory Authority for Network Industries (HAKOM) passed new decisions on the wholesale conditions in the relevant electronic communications markets thus ensuring business predictability to the stakeholders within the next three years. The agreed wholesale conditions shall enter into force on January 1 2017 or 1 July 2017 depending on the decision.
All decisions were previously submitted to the European Commission (EC), who had no objections to it. In fact, ever since the Accession of Croatia to the European Union (EU), according to the current EU regulatory framework in order to ensure that decisions brought at the national level will not have any negative impact on the EU single market and the objectives which are to be achieved, HAKOM, like any other regulatory authority of the EU Member States is obliged to submit the draft decision prior to the EC for adoption.
It should be mentioned that ever since the Croatian accession to the EU the European Commission did not question the compliance of HAKOM's decisions with the EU legislation, although some of brought decisions were “pioneering „in terms of opening the new observation on market regulation such as the decisions about regulation of termination of the calls initiated outside the EU.
