HAKOM at the IRG-Rail Plenary Meeting

IRG-Rail Plenary Meeting, (Independent Regulators' Group – Rail) held the meeting in Gdansk and HAKOM’s representatives took part in it.
ZAGREB, April 29, 2016 - A plenary meeting of the Independent Regulators' Group – Rail was held in Gdansk, Poland. The meeting was attended by Mr. Nikola Popović, Railway Services Expert .Member of the Council of HAKOM and Kristijan Solina, Railway Services Expert. The participants of the plenary meeting introduced a new member of the IRG-Rail, a regulatory authority in Portugal.
The proposals and models for improving the work performance of the IRG-Rail after five years of its foundation were the main topics at the plenary meeting. In addition, the decision was brought on the electronic vote regarding the adoption of the Position paper on the Fourth Railway Package. The participants had two working days to submit their comments and deliver votes. The Chair and Vice-Chair of IRG-Rail presented the IRG-Rail’s overview of the activities from the last plenary meeting while the IRG-Rail’s Working Group "Access" and sub-groups of the same Working Group "Access to service facilities" reported the planned activities and presented their work results to the participants. Draft document by "Legislation" Working Group was also presented according to which the joint position was given regarding the fourth railway package. The fourth annual report on the market control for 2014 was presented by the Working Group "Market Surveillance" and guidelines on market surveillance were pointed out in further annual report announcements. The “Charges” Working Group” and subgroup of the mentioned Working Group “Charges for service facilities” reported on further activities while the regulatory body from Bulgaria presented the HIPPOPS project (Harmonised & International Procedures for Placing into Operation of Products & Subsystems) of the ERTMS development (European Railway Traffic Management System).
