New consumers’ rights: HAKOM will protect the interests of railway transport users

Passengers’ complaints on rail transport decisions will be resolved by HAKOM’s Committee comprising the professional service representatives and the representatives of the Consumers’ Association
ZAGREB, May 11, 2015 - The protection of passengers and consumers of rail transport is a new segment of consumers’ protection, which in future will be the responsibility of the Croatian Regulatory Authority for Network Industries (HAKOM). Passengers’ complaints on railway transport decisions will be resolved by HAKOM’s Committee comprising the professional service representatives and the representatives of Consumers’ Association.
On Monday, May 11, 2015, HAKOM passed new Ordinance on Functioning of Committee for the Protection of Users’ Rights. The new Ordinance, in addition to the already existing protection of users in electronic communications and postal services, regulates and resolves disputes between consumers and providers of railway transport services pursuant to the Railway Services Market Regulation as well as to the Article 25, paragraph 1 of the Consumers Protection Act.
Based on the collected data, documents and statements, the Committee will determine the facts and circumstances for each particular case and pursuant to the laws and general provisions it will submit the proposals and solutions regarding dispute resolutions to HAKOM. According to the proposal, and the Committee’s opinion, HAKOM will adopt decision on the disputes and complaints in a transparent, objective and non-discriminatory manner, within the period of 60 days allocated to resolve passengers’ complaints.
