HAKOM is becoming the Croatian Regulatory Authority for Network Industries

PRESS RELEASE 

After the adoption of the Act on Amendments to the Electronic Communications Act and the Act on the Regulation of the Rail Services Market by the Croatian Parliament, HAKOM will be merged with the Rail Market Regulatory Agency to create a single regulatory authority for network industries.
 
ZAGREB, 30 May 2014 – The Croatian Parliament adopted the Act on Amendments to the Electronic Communications Act and the Act on the Regulation of the Rail Services Market whereby the Rail Market Regulatory Agency (ARTZU) was merged with the Croatian Post and Electronic Communications Agency (HAKOM) to create a single national regulatory agency for the regulation of the electronic communications market, postal services market and rail services market – the Croatian Regulatory Authority for Network Industries which will keep its abbreviated name HAKOM in order to be recognizable to the public. These Acts will enter into force on the eighth day following their publication in the Official Gazette, which is expected in early June.
 
This merger will not affect current HAKOM’s activities in the postal services and electronic communications sectors, and regulation of the rail services market will be under the competence of the regulatory authority for network industries. HAKOM will maintain its focus on user protection and rules and procedures for complaints concerning services under its competence will not change.
 
When it becomes part of the Croatian Regulatory Authority for Network Industries, the Rail Market Regulatory Agency will relocate to the existing HAKOM’s headquarters at the address Roberta Frangeša Mihanovića 9, 10010 Zagreb. Since merger of ARTZU with HAKOM has been prepared in advance, users will not feel any negative effects of this streamlining of activities of two national regulatory activities.
