What is universal service?

Universal services must be available to all end users at affordable prices on the entire territory of the Republic of Croatia.

Universal services comprise of one or more of the following services:

Access to public telephone network and publicly available telephone services at fixed location enabling end users:

to make and receive local, national and international calls,
facsimile communications,
data communication at data transfer rate sufficient to permit functional Internet access,
access to at least one comprehensive directory,
access to public pay telephones,
special measures for disabled users,
special pricing systems adjusted groups of end users with special social needs.
