ZAGREB, May 7, 2019 - Referring to the assessment of the first two and a half years of the open Internet Access Regulation (EU) 2015/2120, the European Commission concluded that principles of Regulation are in accordance with the  end users and the promotion of the Internet as an innovation motivator. However, experience in applying regulations is still limited due to its relatively short period of time of application. Regulators, stakeholders and end-users will be better acquainted with its application in the further period of regulatory stability.

Therefore, the European Commission concludes that, at this stage, it wouldn’t be appropriate to propose amendments to the Regulation. The Regulation will continue to protect the European users which will enable further exploitation of the benefits of using information, applications and services of their choice.

The Commission will continue to monitor market trends, taking into consideration and technological development. It will also work closely with BEREC, which is conducting  a coordination procedure that has led to successful convergence in the decision-making process of  the Member States
