Public Call for Expression of Interest in performing the Universal Postal Services in the Republic of Croatia

ZAGREB, February 14, 2019 – During 2018, t5he Croatian Regulatory Authority for Network Industries (hereinafter: HAKOM), started to analyse the state of the postal services market in the Republic of Croatia (hereinafter referred to as the Republic of Croatia) with the aim of fulfilling the provisions of Articles 26 and 67 of the Postal Services Act (Official Gazette No. 144/12, 153/13 and 78/15, hereinafter: PSA). The objective of the meeting is to ascertain whether, apart from HP Hrvatska Pošta d.d., there are other postal service providers that can provide universal postal services stipulated by Article 15 of PSA.
 
In the Republic of Croatia, the Universal Postal Services (hereinafter referred to as Universal Service) as stipulated in Article 15 of the PSA, as a set of postal services available to all users of postal services throughout the Republic of Croatia at the affordable price where the Universal Service Provider must ensure the quality of universal services as stipulated by Article 40 of the PSA through the postal network of universal service providers. The terms for performing universal service are prescribed by the ZPU, the Ordinance on the Provision of Universal Service (OG 41/13, hereinafter: the Ordinance), by the universal terms of the universal service provider, and the Universal Postal Union (hereinafter referred to as UPU) in the international traffic. Acts by the Universal Postal Union are applied to the dimensions, equipment and other features of postal items within the universal service. Accordingly, in the process of analysing the state of the postal services market in the Republic of Croatia referred to in Articles 26 and 67 of the PSA, HAKOM announces a Public Call or an opinion whether, apart from the Croatian Post Office, in Croatia, the postal service provider can provide the universal service as well as to express an interest in performing universal service, in the manner and under the conditions, prescribed by the UPU and the Ordinance.
