HAKOM at the Meeting of the European Railway Regulatory Network in Brussel

ENRRB is an advisory body of the European Commission in the field of rail transport which deals with issues, procedures and practices aiming at harmonization at the European Union level.


ZAGREB, March 9, 2018 - The 15th meeting of the European Network of Rail Regulatory Bodies (ENRRB) was held in Brussels on March 8 and 9.  ENRRB is an advisory body of the European Commission in the field of rail transport dealing  with the  issues, procedures and practices. It aims at harmonization at the  European Union level.  On behalf of the Croatian Regulatory Authority for Network Industries (HAKOM) the meeting was attended by  Željka Grgec,  Head of the Railway Services Department and Dragica Flam, Senior Legal Affairs Expert.

The latest developments in the Member States  were discussed at the round-table  in particular regarding the practice of regulatory bodies and organizational changes that took place in the period from the previous meeting. The Commission encouraged discussion on the Implementing Regulation 2015/909 on modalities for the calculation of direct costs. The topic of the meeting was also a test of economic balance and the interpretation of Article 56 (9) of Directive 2012/34 / EU.

The Commission also reported on the situation regarding the revision of the Regulation on the rights and obligations of passengers in rail transport. National crisis intervention plans have been considered as well as the  international crisis handbook. The meeting also included a presentation by the British

Regulatory Authority (ORR) regarding the framework agreements as well as the latest information on the TTR project headed by RNE. An IRG-Rail activity report was also presented.
