ZAGREB, 29 November 2017 - On 28 and 29 November 2017, Brussels held the 14th meeting of the European Network of Rail Regulatory Bodies (ENRRB). The ENRRB is an advisory body of the European Commission discussing the issues and practices in the area of rail transport aimed at their harmonization at the European Union level. On behalf of the Croatian Regulatory Authority for Network Industries (HAKOM), the meeting was attended by Dragica Flam, Senior Railway Affairs Expert and Katarina Nikolić, Railway Affairs Expert.
Within the framework of the round table, the most significant procedures were discussed as well as the organizational changes that took place during the previous meeting, held in June. The key topic of the meeting was the test of economic equilibrium, which was presented by the Polish regulatory body (UTK). The representatives of the Commission presented the “Draft Implementing Act on the Economic Balance Test”, while the regulatory bodies monitoring public service contracts shared their experiences on the topic. Furthermore, the Round Table discussed the Implementing Regulation on the way of calculating direct costs.
In addition to discussing the above topics, representatives of the French regulatory body (ARAFER) made the presentation on rail sector's efficiency at regional level and on the comparison between the French regions as well. The Spanish Regulatory Body (CNMC) presented access fees and their impact on competition while the Austrian Regulatory Authority held a presentation on energy measurement.
The European Commission has reviewed the delegated decision replacing Annex VII of Directive 2012/34 / EU, the latest information related to the development of a service description and spectrum information for GSM-R (Global System for Mobile Communications - Rail).
