ZAGREB, 24 November 2017 – On November 23 and 24, 2017 Paris hosted the annual plenary meeting of Independent Regulators' Group - Rail. The meeting was attended by Nikola Popović, Member of the Council at the Croatian Regulatory Authority for Network Industries (HAKOM) and Kristijan Solina, Senior Railwas Affairs Expert at HAKOM.
A new IRG-Rail member, a regulatory body from the Czech Republic was presented to the members of Plenary Meeting. After the adoption of the minutes from the previous plenary meeting, the Vice President of IRG-Rail was voted. The adopted documents on the quality study of transport indicators and key performance indicators were presented by the Access Working Group. This working group also presented a 2018 Work Program. The Charges Working group presented, and the members adopted, a survey of charges for the usage of railway infrastructure. At the plenary meeting, the Chair of the Charges Working Group, the Vice-Chair of the Access Working Group and Access to Service Facilities Working Group which were successfully supported by all IRG-Rail members.
A special topic of the agenda was the topic regarding the users and rail market stakeholders attended by representatives of AllRail - TrainLine and European Passengers' Federation. Within the framework of this topic discussed was the ways of improving regulation with a special focus on the end users as well as the impact of regulatory decisions on the end users of rail transport.
The round table of the plenary meeting was for the first time prepared and held in a way that regulators proposed and prepared the most important topics and issues in regulation in the current year. Service Facility Working Group presented the results of the questionnaire related to the methodology for charging for access to the service facility and service charge for the service facility, which was also adopted by the IRG-Rail representative. Emerging Legislative Proposals Group presented a document on co-operation between the regulatory bodies, and the Market Monitoring Working Group presented the course and state of preparation of the Sixth Annual Report on the Railway Services Market. At the plenary meeting, an IRG-Rail Work Program was adopted for 2018 and all the documents adopted at the plenary meeting represent joint position of IRG-Rail members and will be available on IRG-Rail's official website.
