ZAGREB, October 5, 2017 - ˝The 10th Days of Electrical Engineers "took part in Pula  from 5 to 7 October, under the auspices of the President of the Republic of Croatia, Mrs. Kolinda Grabar-Kitarović, the Ministry of Construction and Physical Planning, Ministry of Environmental Protection and Energy, Ministry of Economy, Entrepreneurship and Crafts, Faculty of Electrical Engineering, Zagreb, Osijek, Split and Rijeka, the Istrian County and the City of Pula. The conference organizer was the Croatian Chamber of Electrical Engineering (HKIE), which organizes such meetings to provide its members, authorized engineers  with professional training and introduction  to  regulations in the field of electrical engineering. Since the Regulatory Authority for Network Industries  (HAKOM) issues part of the regulations in the area of electronic communications, such meetings are a good opportunity for HAKOM to present these regulations to  the authorized engineers, which must be implemented  when designing, planning and building electronic communications infrastructure and networks. A presentation on the topic of "Electronic Communications Legislation", was prepared and held by HAKOM’s experts Hrvoje Perica, Zdenko Marcelić, and Vladimir Žuti.

The paper on the topic entitled "Regulation in the field of Electronic Communications" was published in the collection of papers, accompanied by a presentation by Mr. Vladimir Žuti. The report is consisted of an overview of regulations in the field of electronic communications, with the emphasis on those provisions of regulations that are of particular interest to the authorized electrical engineers. Particular importance is given to new provisions thus enabling lower investment costs. The adoption of new regulations or amendments to the regulations is often omitted by those who should implement them and then the old regulations are implemented as a result of habit. Practical examples are given when, due to the lack of compliance with the regulations on spatial planning and construction, there are obstacles to investors in obtaining the required permits and approvals, and what are the solutions to removing these obstacles.
