HAKOM at the Meeting of the Network of European Regulatory Bodies for Railways (ENRRB)

The meeting of ENRRB, European Commission advisory body discussing issues and practice in the rail services sector for the purpose of alignment at the European Union level was held in Barcelona.

 
ZAGREB, 21 June 2017 - The 13th meeting of the European Network of Railway Regulatory Body (ENRRB) was held on 20 and 21 June 2017. ENRRB is a European Commission advisory body discussing issues and practice in the rail services sector for the purpose of alignment at the European Union level. Natasš Oliva Prgeša, Senior Railway Service Expert took part in the meeting on behalf of the Croatian Regulatory Authority for Network Industries (HAKOM), 
 
Within the scope of the Round Table the discussion topic was the meeting between ENRRB and RailNetEurope (RNE - European Infrastructure Manager Organization and Organization  for Capacity allocation)  on  the necessity to  amend the  agreement and the structure of the Network Report and prepare a template for describing service facilities. At the meeting, the regulatory bodies reported on the procedures and decisions since the last meeting of the European Regulators for Railways Network, held in March 2017. Furthermore, within the scope of  the round table  the regulatory bodies’ method  how to choose the method when conducting ex officio procedure  and selection  of implementing approached during the process of passing decisions, when and why to choose an ex-ante or ex-post approach in making regulatory decisions.
 
In addition, the Spanish regulatory body (CNMC) held a presentation on service delivery and the Netherlands regulatory body (ACM) presented a case of abuse of dominant position. The British Regulatory Authority (ORR) delivered a presentation on the efficiency of the manager's infrastructure, followed by a discussion on the topic.  The European Commission has reviewed the state of the railway regulations with reference to implementing and delegated acts (on service facilities and draft texts of the Regulation on Economic Balance) as well as information on the unofficial document for the payment of higher fees based on long-term project costs.
