HAKOM has put into operation HAKOMetar Plus, a free mobile application for measuring the speed and other parameters of broadband Internet access in mobile / wireless networks. In 2012, after putting into operation HAKOMETER for fixed network measurements in 2012 HAKOMetar Plus is second HAKOM’s application that provides the end-users to check the parameters of the Internet access.
ZAGREB, April 25, 2017 – Today, HAKOM has put into operation HAKOMetar Plus, a mobile application for measuring the speed of broadband Internet access in mobile / wireless networks. HAKOMetar Plus provides information on measuring the speed and quality of used broadband internet connection collecting the related information. The application is aimed to provide transparent and understandable information to the end users about themobile Internet connection quality. In order to measure the access speed in fixed networks, in 2012 ,HAKOM put into operation HAKOMETER, a certified tool for measuring the fixed-speed broadband access used inter alia in case of complaints by the operators and properly performed measurements. There is evidence of a dispute between users and operators. By means of new application, the following parameters for broadband Internet access can be tested: data download speed (user-to-server measurement), data rate (user-to-server), Ping (response time), signal strength (depending on the Device and operation system) and transparency and quality of connection. HAKOMetar Plus is available for mobile devices with Android (version 4.0 or later) or iOS (version 9 or later) and can be used to test (EDGE, UMTS, HSPA, LTE) mobile wireless electronic communications networks (WLANs). HAKOMetar Plus also includes the following functions: measurement history; mapping and visualization of measurements by filtering the access by type (wireless / mobile), testing of parameters, technology, statistics, operators and periods; display of measurement results in accordance with the so-called principle of Traffic light systems (red / yellow / green), measuring the quality of service in the context of network neutrality and ensuring access to metering data according to the principle of open data. It should be pointed out that measurements by HAKOMeter Plus represent the current state of the quality of the Internet access because the user’s surrounding of performed measurements has not been taken into account. Therefore, if the measurement result differs a lot from the parameter of the service announced by the operator, it doesn’t mean that the operator does not fulfil his obligation regarding the quality. In most of the rates of mobile services the announced speed is not guaranteed but achievable under certain conditions (appropriate signal level, device model, and current traffic load). The poorer quality of the connection can be affected by various technical factors: user base station / WLAN router, system configuration, home network load, number of parallel sessions of other active applications etc. measurements performed by HAKOMeter Plus are therefore informative and may only indicate current state The application can be downloaded free of charge from the Google Play Store and the Apple App, as well as through the HAKOM’s Web site at https://hakometarplus.hakom.hr/home. The Users of HAKOMeter Plus services can also find the usage terms and privacy policies, the display of all performed measurements, the statistics of all mobile data measurements, frequently asked questions, and download the results of all measurements per month (open data).
