HAKOM at a meeting of the European Network of Rail Regulatory Body

The two-day meeting of the advisory body of the European Commission was held in Brussels. The Body considers the actions and practices in the field of railway services market in order to harmonize it at the EU level.
ZAGREB, March 24, 2017 - On March 22nd 23, Brussels hosted the meeting of the European Network of Rail Regulatory Bodies, ENRRB, an advisory body of the European Commission which considers the issues, procedures and practices in the field of railway services market, in order to harmonize them at the EU level. The meeting was attended by the members of the Council.
At the meeting aimed to exchange the experiences in the implementation of the regulatory procedures and decision-making, the regulatory authorities reported on the actions and decisions of the last meeting European Network of Rail Regulatory Body. The methods of conducting joint regulatory overview were a discussion topic as well. The European Commission gave an overview of the state of the railway regulations with particular emphasis on freight corridors and multimodal transport. The access to railway infrastructure, as a universal service rail transport, is only one segment of the rail transport process and the European Commission paid particular attention to service facilities and services in service facilities at the meeting. The regulatory authorities had to prepare a completed questionnaire on definitions of service facilities and scope. The objective of defining service facilities and services is the harmonization of the definitions and includes the scope of services throughout the European Union. The European Commission informed the regulatory authorities about the plan and programme for adopting the document on the service facilities and services in service facilities.
Furthermore it was discussed on the economic balance of the test on a limited space in the cross section of the railway line for a free passage of railway vehicles. It was also discussed on the changes in the regulatory bodies, regulatory disputes and proceedings headed by the regulatory bodies, in the period from December 2016 to March 2017. In addition to these topics the presentations were given by German and French regulator on the subject of the calculation of benefits for rail services and IRG-Rail (Independent Regulators Group Rail).
