ZAGREB, 10 February 2016 – In cooperation with the Faculty of Transport and Traffic ,the Croatian Regulatory Authority for Network Industries (HAKOM) organized the fourth round table with the aim to encourage communication among rail market stakeholders by joining the scientific approach and practical experience. The meeting was held on February 9 in Zagreb. The fourth round table brought together nearly a hundred representatives of the stakeholders on the rail services market. The round table was attended by the representatives of the Croatian Chamber of Economy, Ministry of Maritime Affairs, Transport and Infrastructure, Faculty of Law, all railway carriers and infrastructure managers, the representatives of service facilities (ports and freight terminals) the representatives of the appointed body established in the Republic of Croatia (Centre for rail systems - CRS) and the representatives of Croatian Railway Safety Agency.
The objective of the roundtable was the access to the railway services market from the scientific point of view informing the stakeholders about the issues on the rail service market and encouraging the communication among stakeholders as well as discussion on common topics. At the fourth round table, an overview was given on the rail services market in 2015. The discussion was followed by the presentations by professors from the Faculty of Transport and Traffic Sciences on the following topics “The Security and Interoperability of the Railway System of the Republic of Croatia in the Period of the Rail Market Liberalization”, “Fees for Railway Services” and “Intermodal Rail Transportation Market”.
Among other things, a presentation was held by the appointed body established in the Republic of Croatia, a company specialized in testing and certification of all parts of the rail system, rolling stock and track structures and an overview of the situation was presented regarding the issued safety certificates for the service facilities operators by the Croatian Railway Safety Agency. One of the presentations at the roundtable was the presentation of the Railway Union on the topic” Industrial tracks as generators of traffic demand”.
Roundtables with stakeholders on the market are HAKOM’s responsibility representing a step forward in improving the rail market regulation, primarily promoting the regulatory predictability through a dialogue and discussion on the topics of current interest.
