HAKOM at the Meeting of BEREC’s Expert Working Group

It refers to the meeting of the Working group responsible for analysing the procedure for issuing of BEREC’s opinions in the so-called Phase II. Phase II is a procedure opened by the European Commission when one of the Member States adopts the draft decision which is not in accordance with EU legislation.
ZAGREB, September 24, 2015 - In Brussels, the meeting of BEREC’s Expert Working Group (Body of European Regulators for Electronic Communications) responsible for analysing the procedure for issuing of BEREC’s opinions in the so-called Phase II. Phase II is a procedure opened by the European Commission when one of the Member States adopts the draft decision which is not in accordance with the EU legislation. Under that procedure BEREC is obliged to form a team of experts from other Member States, which are not the subject to the above-mentioned Phase II, and together with that team BEREC either confirms or rejects the European Commission's opinion on the conformity of the draft decision for which the Commission opened the Phase II.
Since accession of the Republic of Croatia to the European Union the experts from the Croatian Regulatory Authority for Network Industries (HAKOM) have been in many cases a part of professional team which was formed by BEREC for each single case for the opening of Phase II. Therefore HAKOM was invited to participate at this meeting where the team of experts, those who participated in the Phase II procedure several times as part of team of experts and reporters, analysed the current procedures in order to identify the areas where it is still possible to make progress. The meeting was attended by Marina Mustapić, HAKOM's expert.
