HAKOM adopted Frequency Allocation Plans and the Ordinance on the amendments to the Ordinance on special conditions for installation and use of radio stations

The Croatian Regulatory Authority for Network Industries adopted regulations that will, among other things, enable more flexible use of the 2GHZ band for mobile communications operators and more efficient planning of higher capacity microwave links and the allocation of radio frequencies for special use for networks consisting of only terminal radio stations.  
 
 
ZAGREB, 20 February 2015 – The Croatian Regulatory Authority for Network Industries (HAKOM) adopted, following a public consultation, four regulations in the radiocommunications sector. The ordinance on amendments to the Ordinance on special conditions for installation and use of radio stations, the Radio Frequency Allocation Plans for 138-174 MHz and 1920-1980/2110-2170 MHz bands and the Allocation Plan for frequency bands used for microwave links.
 
The Ordinance on amendments to the Ordinance on special conditions for installation and use of radio stations was adopted for the purpose of alignment with the Ministry of Health’s Ordinance on protection from electromagnetic fields (OG No. 146/14).
 
The Allocation Plan for the 138-174 MHz band enabled the allocation of radio frequencies for special uses for networks consisting only of terminal radio stations (e.g. dog collars, sports aircraft). Without the introduction of this possibility, corresponding fees would be unjustifiably high for such uses.
 
The Allocation Plan for the 1920-1980/2110-2170 MHz band, based on Decisions of the Electronic Communications Committee and the European Commission, enabled the use of UMTS and LTE technologies. This ensures technological neutrality of the bands in question and the concrete planning of use of the above-mentioned technologies is entrusted to operators.
 
The Allocation Plan for frequency bands used for microwave links was amended to introduce a new distribution of channels in the 23 GHz frequency band and the a change in the distribution of channels for the 18 GHz frequency band in accordance with European recommendations. HAKOM noticed an increasing trend in the requested capacity and the above-mentioned changes enabled more efficient planning of increased capacity microwave links. Furthermore, standards and recommendations from the Allocation Plan for frequency bands used for microwave links have been harmonized.
