New regulations in electronic communications in the New Year

Provisions on minimum internet access speed within the framework of the universal service, new ordinance on financing of HAKOM reducing some of the fees and the ordinance that will enable the development of new programs for the development of electronic communications will enter into force on 1 January.
 
Zagreb, 29 December 2014 - Provisions of the Ordinance on the minimum Internet access speed within the framework of universal service will enter into force on New Years Day. The minimum speed will thus increase from the current144 kbit/s to 1 Mbit/s, and existing universal service users, if they wish to increase speed from 144 kbit/s to 1 Mbit/s, will have to ask from Hrvatski Telekom to be transferred to a new universal service tariff package offering higher speed. The price for universal service was previously approved in the proceedings before HAKOM.
 
The new Ordinance on the payment of fees for the carrying out of activities of the Croatian Regulatory Authority for Network Industries will also enter into force at the beginning of New Year. This Ordinance imposes fees for the management of limited resources of interest for the Republic of Croatia, such as the RF spectrum and addressing and numbering space, and fees for the protection of users and regulation of electronic communications, postal or railway services market. Fees to radio broadcasters have been revoked or reduced by half, including microwave links, as well as amounts paid for special purpose radio stations.

Ordinance on the manner and procedures for the allocation of resources from the Fund for the Development of Network Industries will also enter into force in 2015. This Ordinance for the first time provides for direct investment of HAKOM’s saved funds into development of network industries by inviting public tenders, that is, for the return of collected funds on the market by targeted development in accordance with national priorities laid down in strategies, programmes, and implementing plans of the Government of the Republic of Croatia for the development of network industries, in particular of electronic communications.
